THE ELECTION THAT WAS

In addition to talking about the election that wasn't, let me talk about briefly the election that was. First of all, voter turnout. I believe in the 2000 U.S. elections, voter turnout was somewhere in the vicinity of 50-52%. Well, in Puerto Rico it was 81.7%. I've got news for you, for Puerto Rico this is bad, this is not good. In the '96 elections, the voter turnout rate was 83% and in the '92 elections the voter turnout rate was almost 86%. So in contrast to the U.S., whether we're talking about Latino or non-Latino, Puerto Rico has always been accustomed to, at least in the last half century, to extremely high voter turnout rates.
