NEW PROGRAM: TRAINING CIVILIANS
There is a new program which I didn¹t bring the graph because it is too small. It is called the Expanded Education and Training Program. What the U.S. is doing now in the post Cold War period is that they are training civilians. But civilians that work in the defense departments or the military sectors of the countries. In the Caribbean, the interesting thing is that the Dominican Republic has only sent one or two and from the English-speaking Caribbean, only Guyana, and the country which has sent easily 80 is Surinam. Surinam is a former Dutch colony that became independent in 1974. In the 1980¹s there was a coup d¹état by a sergeant Desi Bouterse who is still the ruling man although there were elections, whatever, he still controls the country. Apparently, what the elected government is doing is trying to push Bouterse out. That¹s my reading of it.
